- Mix Liquids: Whisk in the cold water and vodka until fully incorporated, creating the jello shot mixture.
- Fill Cups: Arrange twelve 2-ounce jello shot cups on a rimmed tray to catch any drips. Carefully pour the strawberry jello mixture into each cup up to the fill line, leaving about ⅛ inch space at the top to prevent overflow.
- Initial Chill: Refrigerate the filled cups on the tray for 1 to 1½ hours, until the gelatin is partially set but still firm enough to support the gummy eyeball candy.
- Add Eyeballs: Place one gummy eyeball candy on top of each partially set jello shot. This will give the shots their spooky appearance.
- Final Chill: Return the jello shots to the refrigerator for an additional 1½ hours to overnight, allowing them to fully set and firm up.
